John Thorson, the Water Master appointed by the U.S. District Court (Western District, Washington) to perform certain duties under the Lummi Water Rights Decree, visited the Lummi Peninsula Case Area and held a public meeting with water users. The visit occurred on Wednesday, December 3, 2008.
During the morning and early afternoon, representatives of the Lummi Nation, water associations, Washington Department of Ecology, as well as representatives of individual homeowners, conducted a tour showing the Water Master various water-related facilities in the case area. From 4 to 7 p.m., Mr. Thorson held a public meeting with water users to discuss his responsibilities under the settlement and decree. The meeting was held at the Log Building on the Northwest Indian College.
The Northwest Indian College is located at 2522 Kwina Road, Bellingham. The Log Building (which is just called the Log Building) is located on Lummi Shore Road just north of Kwina. There is limited parking on Lummi Shore in front (east) of the building, but additional parking is available in a large lot on the north side of Kwina and in a newly constructed lot south of Kwina and east of church. The Settlement Agreement Regarding Uses of Groundwater on Lummi Peninsula was approved by Judge Thomas S. Zilly in United States v. State of Washington, No. C01-0047Z, U.S. District Court (Western District, Washington). The Settlement Agreement and Decree establish the position of Water Master to resolve certain disputes and perform other functions specified in the Agreement.
